Pembroke Harbor Community Development District, under the uniform charter established by Florida Statutes Chapter 190, manages the assets of PHCDD (stormwater, water, sewer), collects special assessments to pay for the improvements made within the District, and pays bondholders for the debt used to construct those assets.
